HEAD 14A HONG KONG REGIMENT.

As the legal position in regard to the property is obscure, the Committee considers that the provision of $5,000 for the rehabilitation of a sports ground at Shatin should be deleted.

It also recommends the amalgamation of sub-heads 6, 8, and 9 under the title of "Force headquarters expenses".

In order to recruit instructional staff, it has been found necessary to pay civilian rates made up of basic pay, expatriation pay, where applicable, and cost of living allowance. The draft estimates at present show consolidated naval rates and the Committee recommends these should be changed. As only basic and expatriation pay will be shown the effect is to reduce Personal Emoluments by $24,973.

The Committee also agrees to increases totalling $18,905 in recurrent expenditure for clothing and equipment, uniforms, and the maintenance of the depot ship.

HEAD 19A

HONG KONG MAGISTRACY.

The Committee notes the omission in error of a post of Interpreter Translator allocated to the Hong Kong Magistracy and approves the provision of $4,800 to cover this appointment.

HEAD 20 MARINE DEPARTMENT.

After hearing representations by the Director of Marine on proposed changes in his establishment the Committee recommends the following changes:-

one new post of Assistant Marine Officer three new posts of Telegraphist Signalmen

seven Coxswains Class I in place of five Coxswains Class II

and two Boatswains Class I

the provision of allowances to lighthouse keepers for

meteorological observations

In addition the Committee supports a proposal to create a departmental training school for floating staff which is estimated to cost $10,000 annually.

The effect of these recommendations is to increase Personal Emoluments by $11,926 and Other Charges by $10,000.

MEDICAL DEPARTMENT.

The Committee recommends the creation of a new post of Deputy Director (Administrative) of Medical Services on a fixed salary of $24,800 subject to a reduction of one post of Medical Officer. also agrees to the transfer of a Senior Executive Officer Class II to the Registrar General's Department and the transfer to the Medical Department from Telecommunications of one Assistant Wireless Technician, one Apprentice Wireless Technician, and two Mechanicians Class II engaged in the maintenance of X-ray and other radio-medical equipment. These changes result in a net decrease in Personal Emoluments of $2,425.

HEAD 25A POST OFFICE.

Arising out of international commitments with other postal administrations, the Committee recommends an increase of 30 Mail Coolies at a cost of $15,840.
